   An act to amend Section 62 of Chapter 78 of the Statutes of 1999,
relating to school finance, and declaring the urgency thereof, to
take effect immediately.



	LEGISLATIVE COUNSEL'S DIGEST


   AB 2880, Calderon.   School finance:  deficit reduction.
   Existing law requires the Superintendent of Public Instruction,
for the 2000-01 fiscal year, to certify to the Controller amounts
that do not exceed the amounts needed to fund the revenue limits of
school districts and county superintendents of schools and to adjust
those amounts by a deficit factor.
   This bill would specify that this requirement applies to the
2000-01 fiscal year and every fiscal year thereafter and would delete
the requirement that the revenue limits be adjusted by a deficit
factor.
   This bill would declare that it is to take effect immediately as
an urgency statute.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Section 62 of Chapter 78 of the Statutes of 1999 is
amended to read:
  62.  Notwithstanding any other provision of law, for the purposes
of Sections 14002, 14004, and 41301 of the Education Code for the
2000-01 fiscal year and every fiscal year thereafter, the
Superintendent of Public Instruction shall certify to the Controller
amounts that do not exceed the amounts needed to fund the revenue
limits of school districts, as determined pursuant to Section 42238
of the Education Code, and the revenue limits of county
superintendents of schools as determined pursuant to Section 2558 of
the Education Code , and the revenue limit portion of charter school
operational funding as determined pursuant to Section 47633 of the
Education Code.
  SEC. 2.  This act is an urgency statute necessary for the immediate
preservation of the public peace, health, or safety within the
meaning of Article IV of the Constitution and shall go into immediate
effect.  The facts constituting the necessity are:
   In order to implement the Budget Act of 2000 with respect to the
public schools, it is necessary that this act take effect
immediately.
